English for Aviation (ICAO)

In March 2008, the International Civil Aviation Organization, or ICAO, determined that pilots and air traffic controller (ATC) must be able to demonstrate English proficiency (at Operational Level 4) over the telephone and radio.

Operational Level 4 means that pilots and air traffic controllers can

  • communicate effectively in both face-to-face situations and over the radio or telephone
  • accurately and clearly relay work related messages
  • resolve misunderstandings and be able to confirm messages with a clear and calm communicative strategy
  • confidently handle emergency situations or other situations with may unexpectedly arise
  • use a dialect or accent which is intelligible to the aeronautical community [1]

All pilots must be evaluated for proficiency at a university or local commercial testing center, an "in-house" expert or test, or an assessment by an outside expert. No specific method is endorsed by the ICAO. Whatever method is used, the test will seek to demonstrate competence in your ability to

  • Pronunciation
  • Structure
  • Vocabulary
  • Fluency
  • Comprehension
  • Interactions [1]
